This video of a citizen-police traffic-stop encounter is 'bad all around'

After viewing video of a police officer apparently shaking down a driver to buy charity tickets, Philadelphia Police Commissioner Charles Ramsey said, “No part of that video is good… It’s just bad all around.” (Source: Philly.com

Officer Matthew Zagursky, 32, has been placed on administrative duty pending an internal affairs investigation of the video, which was first posted to Facebook.  Zagursky is a nine-year veteran of the Philadelphia Police Department.

First, Zagursky is heard asking the driver for $30 to a fundraiser for police and firefighter families, threatening to otherwise take his car for lack of registration.

After the money is handed over, Zagursky makes a homophobic comment the car’s pink windshield wipers, which the driver says are in honor of his grandmother, a breast-cancer survivor.

According to this website, the driver was within his rights to record the encounter: “Conversations with police in the course of their duties are not private conversations.”
